To deal with the housing shortage, the Municipality has agreed to create 3000 new housing units over ten years, relaying the request made by the people of Lausanne within the participative initiative Quartiers 21. These new constructions will be designed for all classes of the population.
Access to the housing units will be accompanied by personal assistance measures, such as an allowance for helping to reach the open market or easing of the conditions for occupying subsidized housing. These measures will also promote social diversity.
The design of these new structures will follow the sustainable development criteria related to the environment and to the comfort of residents.

To live in suitable accommodation is a basic need for the entire population: active residents, the unemployed, the elderly, etc. Sustainable city planning must control expansion by efficiently using ground, materials and energy.

The project pays close attention to environmental management, building quality, and residents’ comfort. Several criteria for sustainable construction have been applied, such as the selection of materials according to their impact on the environment or on health.
In the business plan, a portion of the new housing units will be adapted to the needs of the elderly; they will not have architectural barriers, and they will promote social relationships.
At the end of 2000, the Lausanne Foundation for Popular Housing (FLHAP) and the Municipality worked together towards a solution aimed at restoring the îlot Riponne-Tunnel and preserving its popular character.
The Tunnel-Riponne Cooperative was created to restore its seven buildings. The residents became members and were involved in the renovation and management of the buildings’ housing units and businesses.
The participative experience created a shared program between the residents and the City of Lausanne, making it possible to preserve the popular residence and keep rent as low as possible.
TV Bourdo-Net
TV Bourdo-Net: on the same wavelength…
Thanks to collaboration between the City and the management of the multicultural neighbourhood of Bourdonnette, an innovative local television project began in 2002, with the goal of developing a social community and giving the neighbourhood a positive image.
Since its launch, the residents have actively participated in it, and dozens of programs have been produced. The vast majority of the neighbourhood’s households are tuned into TV Bourdo-Net.
TV Bourdo-Net’s originality was rewarded with a mention during the 2005 Swiss Integration Awards, organized by the Federal Commission for Foreigners.
